The Scale equals out when you get higher. Rangers are very strong early on but slowly other classes catch up and can hold their own.

Some tips:
Get Charge and Grace of Nature as soon as you can.

Use your stun and Knockback wisely. Stunning as soon as you see Salvo come across their cast bar is the best thing to do. (higher levels you'll want to stun when they try to immolation)

Don't waste your Knockback when they have Excellent Balance up. Watch their beneficial buffs (check the ui section theirs a DIY thread about changing your aoc folders to make this possible).

When you do finally close in on them strafe around them they must be facing you to do their combo's don't make that easy for them.
